Pac/West Welcomes Gina Franzosa to Firm’s Seasoned Team of Lobbyists
Pac/West Lobby Group is adding to our team of seasoned lobbyists with the hiring of Gina Franzosa as Director of Legislative & Public Affairs. Franzosa will work with Pac/West’s clients across a variety of industries, including health care, energy, housing, and construction.
Throughout her career, Franzosa has gained a well-rounded skillset as a civil engineer, advocate for green buildings, and elected member of the Bend City Council. From the jobsite to the Capitol, Franzosa understands the different roles and perspectives required to pass thoughtful policies that improve the lives of all Oregonians.
“Gina’s experience reflects the kind of practical, solutions-oriented leadership our clients value,” said Ryan Tribbett, President of Pac/West Lobby Group. “She has designed infrastructure, advocated for forward-thinking building policies, and now helps govern one of Oregon’s fastest-growing cities. That combination of technical experience, advocacy, and real-world decision-making strengthens our ability to represent a variety of interests and industries effectively.”
Franzosa grew up in northeastern Pennsylvania and holds bachelor’s and master’s degrees in civil engineering from Cornell University. After moving to Oregon, she became a licensed professional engineer and later earned her MBA from Portland State University in 2012.
With more than 20 years of experience overseeing capital improvement projects for organizations such as Lewis & Clark College, TriMet, Bend-La Pine Schools, and RootedHomes, Franzosa brings a proven ability to build strong relationships, navigate complex issues, and advance policy goals.
Franzosa also spent four years from 2005-09 as Oregon State Director for the Cascadia Region Green Building Council, helping to establish Oregon as a global leader in energy-efficient, sustainable buildings.
“Many of the things I was advocating for years ago are common practices today,” Franzosa said. “Back in those days, we were advocating for better insulation and creating opportunities for more advanced technologies, like rainwater harvesting and gray water reuse. It’s amazing to see how that work has led to Oregon now being a leader in sustainable mass timber and net-zero energy buildings.”
Most recently, Franzosa has lobbied the legislature to accelerate deployment of renewable energy to meet Oregon’s ambitious carbon-reduction goals. She was elected to the Bend City Council in 2024, where she is focused on housing and homelessness, and creating walkable, bikeable neighborhoods.
Franzosa also serves on the Board of Directors for the nonprofit FUSE Housing Collaborative, working to boost affordable housing and reduce homelessness in Bend.

Outside of work, Franzosa enjoys spending time outdoors including hiking and skiing. She lives in Bend with her Golden Retriever, Archie.
